Loudoun County will hold two open house events in connection with phase two of the Data Center Standards and Locations planning and zoning project in September. The open houses, which will be identical in format and information presented, will take place from 6:00 to 8:30 p.m. on the following dates:
- Monday, September 28, Broad Run High School cafeteria, 21670 Ashburn Road, Ashburn
- Wednesday, September 30, Douglass Community Center main gym, 407 E Market St., Leesburg
The Data Center Standards and Locations project was initiated by the Board of Supervisors in February 2024 and encompasses two phases. The first phase concluded in March 2025 when the Board voted to designate data centers as a conditional or special exception use, essentially eliminating by-right data center development in the county. The second phase of the project is concerned with making specific policy and regulatory changes to the county’s Comprehensive Plan and Zoning Ordinance to mitigate the impacts of existing data center development and to better manage data center development in the future.
In phase two, county staff are closely examining existing and proposed policy and regulatory language pertaining to noise, on-site energy generation, battery energy storage systems, substations, and data center design and siting. The upcoming open houses will allow members of the public an opportunity to speak directly with project staff on these topics and to offer input on proposed changes to county policy and code.
Unlike a traditional public meeting or town hall, the open houses will not feature remarks or a presentation. The events are designed as drop-in open houses, in which attendees may come and go anytime between 6:00 and 8:30 p.m. Opportunities for engagement at each event will include personal conversations with staff from the Loudoun County Department of Planning and Zoning, brief online surveys or polls, noise metering demonstrations from county Zoning Enforcement and more.
Input collected at these events will inform staff recommendations when the project comes before the Planning Commission, which is expected to occur in February 2027. Members of the public are welcome to provide comments on the Data Center Standards and Locations project at any time via an online comment form on the county website.
