"issue": "The report says 'a handful of quarters drive much of d̄', which understates the concentration. The h=4 loss differential is driven entirely by three origins (2020Q2: 50.3, 2022Q2: 35.8, 2022Q1: 32.9 squared pp). Without them the mean of d is -0.17. Something similar holds at h=2: without its three largest d values the mean is -1.01, so the 13% RMSE gain there comes from a few quarters too. The 29/40 count in C3 helps, but the RMSE-based improvement claims are fragile.",
"suggested_fix": "Name the dominant origins and report d̄ (or the RMSE ratio) with the top 2020–2022 surge quarters left out. Add this to the C1/C2 caveats."

"issue": "Statements such as 'I fixed the lag and kernel before seeing any results' and 'chose one model ahead of time … so there is no search-induced bias' cannot be checked from the deliverables. Also, AIC lag selection is itself a search, but it is done within each origin's training data, so that part is legitimate.",
"suggested_fix": "Word these as statements of procedure rather than guarantees, or point to a pre-registration artifact."

"summary": "All required keys are present. Re-running analysis.py in a scratch copy reproduces results.json and forecasts.csv exactly (240 rows). Seasonal-naive forecasts and actuals were checked against the data, and the input hashes match the README. The expanding window cuts the data at each origin before selection and estimation, so there is no look-ahead. The iterated seasonal-AR recursion is coded correctly. The Bartlett HAC SE with lag 3 matches statsmodels (2.086), the HLN factor is correct and n_analysed=121 is consistent. The claims match the numbers, and the h=4 non-significance is stated with appropriate HAC-sensitivity caveats. The only weaknesses are minor: the gains are heavily concentrated in a few surge quarters, and some pre-specification statements cannot be verified."
