"issue": "C4 is marked 'supported' but says the instability 'appears to come mainly from the intercept'. Neither the intercept shift (HAC p=0.25) nor the slope shift (p=0.85) is significant on its own, and the intercept-dummy p-value refers to Δu at g=0, which is correlated with the slope dummy. The Uncertainty section says the joint rejection comes from both shifts together, but the Limitations section attributes it mainly to the intercept. The two sections contradict each other.",
"suggested_fix": "Keep the supported part of C4 (subperiod slopes are close; the slope difference is not significant). Mark the attribution to the intercept as not_evaluated, or reword it as a point-estimate observation. Make the two report sections agree."

"issue": "The CI uses a normal critical value and NW lag 4 with no small-sample correction. This is disclosed. The SE ranges from 0.029 to 0.037 across lags 0 to 12, so the sign conclusion does not depend on these choices. Nothing to correct; noted for completeness.",
"suggested_fix": "None required. Optionally also report a t(238)-based interval."

"summary": "Re-ran analysis.py in a scratch copy and got an identical results.json. All required keys are present and computed from data/ only. u_t is the mean of three complete months, differences use 1959Q4 levels, post-2019Q4 quarters are excluded before any estimation, HAC is Newey–West/Bartlett with L=4 (rule stated), and the Chow F uses df (2, 236). The counts (240 = 96 + 144) and the exclusion ledger (319→267→240) agree. The conclusion codes follow from the CI and the Chow p-value. The baseline comparison is present and the limitations are frank. The only overreach is a mild one: C4 attributes the instability to the intercept, which the evidence does not support."
