# Evaluation criteria — RFQ BFI-2025-117 Boréal Fenestration Inc. — Procurement · Approved by Geneviève Thibodeau, Procurement Manager · 2025-09-19 ## 1. Compliance screening (pass / fail) A quotation is **compliant** only if it meets every mandatory requirement of the RFQ: | # | Requirement | Source | |---|---|---| | M1 | Quotes all four SKUs in alloy 6063-T5 (Annex A) | RFQ §2, §3 | | M2 | Lead time of at most 21 calendar days from PO release to delivery in Gatineau | RFQ §3 | | M3 | Delivery to Gatineau: DDP, or EXW/FCA with the Annex B freight allowance added by BFI | RFQ §4 | | M4 | Currency CAD or USD (USD converted at the RFQ rate of 1 USD = 1.36 CAD) | RFQ §4 | Non-compliant quotations are **excluded from the award**: they receive a weighted score of 0, are shown in the evaluation workbook with the reason for exclusion, and are not used to determine the lowest cost in criterion C1. **Quotation validity.** The RFQ requires 60 days of validity. A quotation whose stated validity has lapsed on the evaluation date is *not* excluded: it is evaluated as submitted, the lapse is reported in the recommendation memo, and any award recommendation involving that supplier is made **conditional on the supplier's written re-confirmation of its price and terms** before the award. The evaluator records the re-confirmation as an open question for the Procurement Manager. **Arithmetic.** The evaluator recomputes every extended amount (unit price × RFQ quantity) and every total. Where a quotation's stated amounts do not tie, the evaluation uses the **unit prices** as the binding figures (RFQ §2: prices are per linear metre), the corrected amounts are used for scoring, and the discrepancy is reported in the memo. ## 2. Normalisation to total landed cost (CAD) `Total landed cost (CAD) = Σ (unit price × RFQ annual quantity) × FX + freight allowance` * FX = 1.00 for CAD quotations; FX = 1.36 for USD quotations (RFQ rate). * Freight allowance = 0 for DDP quotations; Annex B amount for EXW/FCA quotations, by origin. * Pre-tax amounts only. ## 3. Weighted scoring (compliant quotations) | Code | Criterion | Weight | Scoring scale | |---|---|---|---| | C1 | Total landed cost (CAD) | 50 % | score = (lowest compliant landed cost ÷ supplier's landed cost) × 100 | | C2 | Lead time | 15 % | ≤ 7 days: 100 · 8–14 days: 85 · 15–21 days: 70 · > 21 days: non-compliant (M2) | | C3 | Quality certification (ISO 9001:2015) | 10 % | valid certificate with number and expiry: 100 · certification in progress (audit scheduled): 50 · none: 0 | | C4 | Delivery terms | 10 % | DDP Gatineau: 100 · DAP / CPT Gatineau: 80 · EXW / FCA (freight allowance added): 60 | | C5 | Payment terms | 10 % | Net 60 or longer: 100 · Net 45: 85 · Net 30: 70 · shorter than Net 30 or deposit required: 40 | | C6 | Warranty | 5 % | ≥ 24 months: 100 · 18–23 months: 85 · 12–17 months: 70 · < 12 months: 40 | Weighted score = Σ (criterion score × weight). Criterion scores and weighted scores are carried to two decimal places; do not round intermediate values. Lead time for EXW/FCA quotations is the supplier's stated lead time to shipment plus the stated transit time. The supplier with the highest weighted score among compliant quotations is recommended for award, subject to the conditions noted by the evaluator (re-confirmations, clarifications, credit check). ## 4.
