Loi sur la fiscalité municipale (RLRQ, c. F-2.1) — read from legisquebec.gouv.qc.ca (HTML, 2026-10-20)

dat_cond_marchefield of the roll (e.g. 2024-07-01 for the 2026–2028 rolls). - Art. 263 (1°) and the regulation it enables refer to the Manuel d'évaluation foncière du Québec (MEFQ) for the content and upkeep of the roll (seen in art.
The web search of quebec.ca (page « facteurs de rajustement ») states that Part 3E's unit-cost schedules give the coût neuf from a base cost, that the MAMH publishes annually a Bulletin des facteurs de rajustement au coût de base (reference date 1 July), and that these factors apply only to the 1997 base-cost schedules. The full text of Part 3E was not retrieved (PDF behind BAnQ/quebec.ca pages); the paper therefore describes the MEFQ cost method only at the level of this structure and the public bulletin page.

Altus Group — Canadian Cost Guide 2026 (press release 2026-04-23; guide itself gated behind a form, not downloaded)
The Altus page gives no residential figures. A NerdWallet Canada article (updated 2026, citing the 2026 guide) tabulates the cost to build a single-family home with unfinished basement, excluding land: Montréal $155,000–$215,000 per 1,000 sq ft (i.e. $155–$215 per sq ft), Ottawa $160–$230, Toronto $150–$275, Vancouver $200–$315; Québec City not listed. Because this is a secondary source, WP20 uses it only as an external plausibility band for its base RCN schedule, labelled as such, and runs a sensitivity analysis over the whole band (Experiment 7).

Québec construction-cost guides, 2026 (industry secondary sources; read 2026-10-20)
- Soumission Rénovation, « Coût de construction d'une maison au Québec en 2026 », modified 2026-08-31: « Construire une maison neuve au Québec coûte entre 280$ et 325$ le pied carré en 2026 pour une finition standard »; cottage with unfinished basement 230–285 $/pi²; high-end 350 $/pi² and up; bungalow ≈ +100 $/pi² vs an equivalent cottage; the figure covers excavation, foundations, structure, envelope, mechanical systems and interior finishing; it excludes land, utility connections, soil tests, professional fees, landscaping, basement finishing and garages; soft costs add 30–50 %. The page attributes its ranges to « données 2026 de la Société d'habitation du Québec » (not independently verified).
- Dessins Drummond (plan publisher), « Combien coûte construire une maison au Québec en 2026? », updated 2026-09-24: 260–350 $/pi² before land; simpler projects from ≈ 200 $/pi²; cottage ≈ 280 $/pi², bungalow ≈ 345 $/pi²; component ranges (foundation/structure 80–140, finishes 80–170, mechanical 40–90 $/pi²); garage single 25–50 k$, double 50–100 k$; building in Montréal or Québec City 10–25 % more than other regions; contractor management and profit 10–20 %.
- Use in WP20: anchor B of the cost schedule (
configs/cost_schedule.yaml): standard 302 $/pi² (band 280–325) for a two-storey reference, basic 257 (230–285), upgraded 340 (325–375), luxury 400 (350–450); one-storey multiplier 1.25 (bungalow premium); non-metro discount scenario 0.85. These are builder-facing marketing/guide figures, not a cost manual; the manuscript labels them as such and reports anchor A (Altus) alongside.
