Manuscript: paper/main.tex (UQO template, WP 26) with sections introduction, literature, theory, setting, data, architecture, design, results, ablations, calibration, fundamental, welfare, limitations, conclusion; appendices (reproducibility, prompts, JSON contract, additional tables, proofs). Bibliography 136 verified entries. Build: cd paper && make (latexmk). Reproducibility bundle: make all (tests → synthetic → data → features → baselines → theory → fundamental → smoke → evaluate → tables → paper); live runs via scripts/33_run_tier.py <tier> --live; freeze results/freeze.json; ledgers results/ledger/; transcripts and packets under results/runs/<run_id>/ (archived locally; not all committed — see README). Limitations register: reports/limitations_register.md. Not done: human arm; exclusion sensitivity; listing-linked analysis; scale-up of the LLM subsamples (resumable).
