The task states that the disturbances are AR(1) with autocorrelation around 0.7 and that x is persistent. Under those conditions iid standard errors are too small. This report re-estimates the slope β in y_t = α + β x_t + u_t with a Newey–West (HAC) standard error and checks whether the memo's claim holds.\n\n## Data and exclusions\n`data/series.csv` has 400 rows (`n_input_rows`), covering 1990-01 to 2023-04 with consecutive months. It has no missing values, no duplicate months and no gaps. No rows were removed (`out/exclusions.csv`), so `n_analysed` = 400 and `data_issues` is empty. File hashes and summary statistics are in `out/state/data_audit.md`. The memo was used only as a claim to check: its numbers were recomputed, not copied.\n\n## Method\n- I fit OLS of y on x with an intercept on the full sample, giving `beta_hat` and `alpha_hat`. The naïve baseline is the conventional standard error `se_iid`, which is the memo's measure.\n- `rho_resid` is the lag-1 autocorrelation of the OLS residuals.\n- HAC standard error: Newey–West with a Bartlett kernel, through statsmodels with the small-sample factor n/(n−k). I also checked it against a hand-coded implementation (`out/state/checks.md`).\n- Bandwidth: Andrews (1991) AR(1) plug-in rule for the Bartlett kernel. I applied it to the slope's score v_t = (x_t − x̄)û_t and used S = 1.1447·(α̂(1)·T)^{1/3} with α̂(1) = 4r²/((1−r)²(1+r)²). The score's AR(1) coefficient is r = `rho_score` = 0.40, which gives S = `andrews_bandwidth` = 8.18, so `hac_lags` = 8. I chose a data-dependent rule because both x and u are persistent. The fixed Newey–West (1994) rule of thumb gives 5 lags (`nw_rule_of_thumb_lags`), and I report it as a sensitivity check.\n- Inference uses the normal distribution: `t_hac` = `beta_hat`/`se_hac`, `p_hac` is two-sided, and the 95% CI is `beta_hat` ± 1.96·`se_hac`. No randomness is involved (`random_seed` = null).\n\n## Results\n- `beta_hat` = 0.1017 and `alpha_hat` = 2.0925. Together with `se_iid` = 0.0448, `t_iid` = 2.27 and `p_iid` = 0.0238, these reproduce the memo's numbers exactly.\n- `rho_resid` = 0.61, so the residuals are strongly positively autocorrelated.\n- `se_hac` = 0.0653 with `hac_lags` = 8. That is 1.46 times the iid standard error (`se_ratio_hac_to_iid`).\n- `t_hac` = 1.56 and `p_hac` = 0.119. The 95% CI is [`beta_ci_low`, `beta_ci_high`] = [−0.026, 0.230], which contains zero.\n- **Verdict: the memo's claim is not supported** (`memo_claim_supported` = false). Once serial correlation is accounted for, the slope is not significant at 5%.\n\n## Uncertainty\n- The verdict does not depend on the bandwidth. Over lags 5, 8, 12, 16 and 24, the HAC standard error ranges from 0.0645 to 0.0660 and p from 0.115 to 0.123 (`hac_sensitivity`). Every one of these p-values is above 0.05 (`sensitivity_all_insignificant` = true).\n- The point estimate is unchanged. Only its precision changes: the effective sample size is much smaller than 400 because both series are persistent.\n\n## Limitations and open issues\n- Newey–West tests with persistent data tend to over-reject in finite samples. If anything, the true p-value is likely larger, which would make the \"not significant\" verdict more conservative, not less. I did not compute fixed-b or other refinements because the task does not require them.\n- The residual autocorrelation (0.61) is below the stated value of about 0.7. That fits the known downward bias of the residual autocorrelation estimate in finite samples. It is not a data problem.\n- \"Not significant at 5%\" does not show that β = 0. The CI still allows sizeable positive slopes.\n- β is a linear-projection coefficient, not a causal effect.\nstep,rule,n_before,n_after,n_removed,rationale\nS0,\"none (no missing, duplicate or gap rows)\",400,400,0,data audit found no problems\n# Results memo — association between y and x (monthly, 1990-01 to 2023-04)\n\nPrepared by the previous analyst. The review is in `out/review/review.json`.\n\nI re-ran `out/analysis.py` on a scratch copy and it produced a `results.json` identical to the submitted one. Every required key is present. I also coded the Newey–West standard error by hand (Bartlett kernel, 8 lags, n/(n−2) small-sample correction) and got the submitted `se_hac` of 0.0653. The code reads only `data/series.csv`; the memo's numbers are recalculated, not copied.\n\n- **Baseline:** the conventional standard error reproduces the memo exactly (slope 0.1017, SE 0.0448, t 2.27, p 0.024).\n- **Corrected result:** with the standard error that allows for serial correlation, p = 0.119 and the 95% interval [−0.026, 0.230] contains zero. So `memo_claim_supported = false` follows from the numbers.\n- **Robustness:** the result stays non-significant for every lag choice from 5 to 24.\n- **Consistency:** the report, `claims.json` and `results.json` agree, and the counts add up (400 rows read, 0 removed, 400 used).\n- **Limitations:** stated honestly. The report notes the finite-sample over-rejection of this test, that \"not significant\" does not mean the slope is zero, and that the slope is not causal.\n\nThe two minor issues:\n\n1. **Residual autocorrelation explanation.** The report says the residual autocorrelation (0.61, against the stated ~0.7) is low because of the known downward bias in small samples. With 400 observations that bias is only about 0.008. The gap is about 2.5 standard errors and is better explained by sampling variation and the task saying \"roughly 0.7\".\n2. **Lag count convention.** The bandwidth rule gives 8.18, which the code rounds down to 8 lags. In the software's convention, 8 lags corresponds to a bandwidth of about 9, so roughly 7 lags would match the rule more closely. The effect on the standard error and the verdict is negligible."}],"container":null,"stop_reason":"end_turn","stop_sequence":null,"stop_details":null,"usage":{"input_tokens":2,"cache_creation_input_tokens":1250,"cache_read_input_tokens":11073,"output_tokens":706,"output_tokens_details":{"thinking_tokens":5},"server_tool_use":{"web_search_requests":0,"web_fetch_requests":0},"service_tier":"standard","cache_creation":{"ephemeral_1h_input_tokens":0,"ephemeral_5m_input_tokens":1250},"inference_geo":"global","iterations":[],"speed":"standard","fallback_credit":null},"input_transformations":[],"diagnostics":null,"context_management":null},"apiBlockIndex":1,"requestId":"req_011CgXmAQ79CdZ7TDkkrg7D1","requestRef":"10c14fa0-c891-453d-a605-901e31a7354c","requestedModel":"claude-opus-5-5","type":"assistant","uuid":"170f78db-d83a-4deb-93a4-d33027b05aaa","timestamp":"2026-10-30T04:06:57.202Z","effort":"medium","perTurnEffort":"medium","userType":"external","entrypoint":"sdk-cli","cwd":"/Users/simon-pierreboucher/wp29/runs/RC0011","sessionId":"405ac566-2395-4b65-a048-5f0ccb0cb202","version":"2.1.314","gitBranch":"HEAD"}34{"type":"last-prompt","lastPrompt":"Review","leafUuid":"170f78db-d83a-4deb-93a4-d33027b05aaa","sessionId":"405ac566-2395-4b65-a048-5f0ccb0cb202"}35{"type":"cost-state","sessionId":"405ac566-2395-4b65-a048-5f0ccb0cb202","totalCostUSD":0.124744,"totalAPIDuration":34325,"totalAPIDurationWithoutRetries":34323,"totalToolDuration":1910,"totalLinesAdded":0,"totalLinesRemoved":0,"totalDuration":36400,"startTime":1793333180811,"modelUsage":{"claude-opus-5-5":{"inputTokens":12,"outputTokens":3234,"thinkingTokens":739,"cacheReadInputTokens":29605,"cacheCreationInputTokens":10819,"cacheCreationEphemeral5mInputTokens":10819,"cacheCreationEphemeral1hInputTokens":0,"webSearchRequests":0,"costUSD":0.124744}},"hasUnknownModelCost":false}36
