It is the complete and only authoritative description of what is required: the scientific question, the inputs under `data/`, the required output files and their exact keys, and the information-availability rules.\n- There is no network access. Use the Python interpreter `~/wp29/venv/bin/python` (numpy, pandas, scipy, statsmodels, matplotlib are installed). Standard shell tools are available. Do not try to install packages.\n- Write every deliverable under `./out/`. The required deliverables are listed in `TASK.md`; at minimum they always include `out/results.json`, `out/report.md`, and a replication entry point `out/analysis.py` that regenerates `out/results.json` from `data/` when run with `~/wp29/venv/bin/python out/analysis.py` from the workspace root.\n- You are working alone and unattended; nobody will answer questions. Make reasonable, documented decisions.\n\nIntegrity rules (identical for every task):\n- Never fabricate numbers, data, results, or references. Every number in `out/results.json` and `out/report.md` must be produced by code you ran on the provided inputs.\n- Respect the information-availability rules in `TASK.md` exactly (for example, never use information that would not have been available at the stated decision time).\n- If part of the task cannot be completed as specified, say so explicitly in `out/report.md`, explain why, and still write every required file (use `null` for values you could not legitimately produce). An honest statement of a limitation is always preferred to a fabricated or guessed value.\n- Do not modify anything under `data/`.\n- When you are done, end with a brief plain-text summary of what you produced and any limitations.\n\nComplete the task described in `TASK.md`. Below is some general advice about doing careful empirical research; it adds nothing specific to this task and you are free to ignore it.\n\nCareful empirical work usually begins by reading the task statement slowly and more than once, because the most common errors in applied research come not from difficult mathematics but from a misunderstanding of what exactly is being asked, which quantity is of interest, and which inputs are legitimately available. It is worth pausing to think about what the quantity of interest actually means, under what conditions it is well defined, and what would make an estimate of it misleading. Many published results have been overturned not because the estimator was wrong but because the sample was not what the authors believed it to be, or because information that should not have been available at the time of a decision had quietly entered the analysis.\n\nData deserve suspicion. Files assembled from several sources often carry inconsistencies: duplicated records, mixed units, shifted dates, columns whose definitions changed mid-sample, or values that were revised after the fact. Good practice is to look at the data before modelling them: distributions, ranges, missing values, identifiers, and whether counts add up. When something looks odd, it is better to document it and decide explicitly how to handle it than to let a default silently decide. The same applies to transformations: scaling, differencing, winsorising and imputing all change what is being estimated, and each deserves a sentence of justification.\n\nSimple baselines are underrated. A naïve or unconditional estimate computed with exactly the same evaluation rule as the main method tells the reader how much the method actually adds and protects against the illusion of progress created by a complicated pipeline. If the elaborate method does not beat the simple one, that is a finding, not a failure.\n\nUncertainty is part of the result. Standard errors must respect the dependence structure of the data; a confidence interval that ignores clustering, serial correlation or overlapping targets is not conservative, it is wrong. Where the sampling distribution is unknown, resampling or simulation can help, but the assumptions behind them should be stated. A result that is not statistically distinguishable from zero should be reported as such, in plain words.\n\nReproducibility is a courtesy to the reader and a safeguard for the author. Keeping the analysis in a script that reads the raw inputs and regenerates every reported number makes it possible to check the work, to find mistakes, and to rerun the analysis when the inputs change. Fixing random seeds, recording software versions and keeping intermediate files out of the final results all reduce the chance that a number in the report cannot be traced back to a computation.\n\nFinally, honesty about limitations is what distinguishes research from advocacy. Every analysis has weaknesses: assumptions that may not hold, data that may not be representative, methods that trade one bias for another. Stating them clearly, together with what would be needed to resolve them, is more valuable than a confident conclusion that the evidence does not support. When a task cannot be completed as specified, saying so, and saying why, is the correct outcome.\n"}],"tools":[{"name":"Bash","description":"execute shell commands","input_schema":{"$schema":"https://json-schema.org/draft/2020-12/schema","type":"object","properties":{"command":{"description":"The command to execute","type":"string"},"timeout":{"description":"Optional timeout in milliseconds (max 600000 for a foreground command)","type":"number"},"description":{"description":"Clear, concise description of what this command does in active voice. And at h = 4, is the mean squared-error loss differential distinguishable from zero once we use a HAC standard error that allows for the serial correlation caused by overlapping forecast errors?\n\n## Data and exclusions\n- `data/cpi_quarterly.csv` has 127 rows read (1995Q1–2026Q3). `data/cpi_monthly.csv` has 381 rows read and was used only for checks: every quarter has 3 months, `cpi_avg` matches the monthly mean (max abs diff 3e-7), and `infl_annualised` matches 400·Δln(cpi_avg) (max abs diff 3e-6). I found no duplicate quarters and no gaps.\n- 1995Q1 has no inflation value, so it is left out of estimation. Nothing else is excluded.\n- The evaluation window includes the 2020 COVID shock and the 2021–23 inflation surge. I did not winsorise these quarters.\n- The data are a current vintage. I make no claim of real-time validity.\n\n## Method\n- **Seasonal naive.** The forecast for quarter t+h is the observed value of quarter t+h−4.\n- **Model (`ar_sdum_aic`).** OLS of inflation on four quarter-of-year intercept dummies plus p own lags.\n - The window expands from 1995Q2 to the origin, so each forecast uses only data dated ≤ origin.\n - At each origin, p ∈ {0,…,4} is chosen by AIC on a common sample (starting after the first 4 observations). The chosen model is then re-estimated on the full window.\n - Multi-step forecasts are built by iterating the model forward. AIC chose p = 2 up to 2021Q4 and p = 1 from 2022Q1 on.\n - The last estimation sample has 121 observations.\n- **Forecast errors.** e = actual − forecast. RMSE and MAE are computed over 40 forecasts per horizon.\n- **h = 4 test.** d_t = e²_snaive − e²_model.\n - The standard error of d̄ uses a Bartlett (Newey–West) long-run variance with truncation lag 4. This gives non-zero weight to autocovariances 1–4, which covers the required h−1 = 3.\n - I chose this specification before looking at the test results.\n - The p-value is two-sided and uses a Student t with 39 df.\n - No randomness is involved, so no seed was set.\n\n## Results\n| h | RMSE snaive | RMSE model | MAE snaive | MAE model | 1 − RMSE ratio |\n|---|---|---|---|---|---|\n| 1 | 2.849 | 2.193 | 2.137 | 1.519 | 0.230 |\n| 2 | 2.847 | 2.463 | 2.126 | 1.553 | 0.135 |\n| 4 | 2.882 | 2.343 | 2.181 | 1.597 | 0.187 |\n\n(Errors are in percentage points, annualised.) At every horizon the model has lower RMSE and lower MAE than the seasonal-naive forecast. The relative RMSE improvement is 13–23%.\n\nAt h = 4, d̄ = 2.818 squared pp, with HAC SE 1.851 (Bartlett, lag 4). This gives DM = 1.52 and p = 0.136. **At the 5% level the difference is not statistically distinguishable from zero.**\n\n## Uncertainty\nThe DM result changes with the truncation lag chosen for the long-run variance. All variants below are in `results.json → supplementary.dm_sensitivity`:\n\n| Variant | DM | p |\n|---|---|---|\n| Bartlett, lag 3 | 1.35 | 0.18 |\n| Rectangular, lag 3 | 1.66 | 0.11 |\n| Rectangular lag 3 with Harvey–Leybourne–Newbold correction | 1.51 | 0.14 |\n| Bartlett, lag 6 | 2.04 | 0.048 |\n| Bartlett, lag 8 | 2.35 | 0.024 |\n\n- Longer lags shrink the SE, which suggests negative higher-order autocorrelation in d_t.\n- With only 40 overlapping observations, a long-run variance estimate is imprecise. I keep the pre-specified lag-4 result as primary rather than picking the lag that gives significance.\n- **The fair summary is weak, fragile evidence in favour of the model at h = 4.**\n\nSupplementary DM tests at the other horizons are also not significant at 5%:\n- h = 1: d̄ = 3.31, p = 0.105 (Bartlett lag 1).\n- h = 2: d̄ = 2.04, p = 0.447 (Bartlett lag 2).\n\nIf targets in 2020–2023 are dropped, the h = 4 mean loss differential falls to 1.27 (n = 24). So part of the advantage comes from the volatile period.\n\n## Limitations and open issues\n- There are only 40 origins and their errors overlap. As a result, DM inference is low-powered and depends on the lag choice.\n- The evaluation window has a structural break (pandemic and the inflation surge). Squared-error differentials are dominated by a few quarters.\n- The model is deliberately simple: no exogenous predictors, constant seasonality, and an expanding window. Other model choices could rank differently. I selected only one model and did no model search on evaluation data.\n- The data are a current vintage, not real-time.\n- I did not apply the Giacomini–White or Clark–West adjustments. The models are not nested in the DM sense, since seasonal naive is a restricted random walk on the 4th lag with no estimation.\nEOF\ncat > claims.json <<'EOF'\n[\n {\"id\":\"C1\",\"text\":\"The seasonal-dummy AR model has lower out-of-sample RMSE and MAE than the seasonal-naive forecast at h = 1, 2 and 4 over the 40 origins 2015Q4-2025Q3 (relative RMSE improvement 23%, 13%, 19%).\",\"results_keys\":[\"rmse_snaive_h1\",\"rmse_model_h1\",\"rmse_snaive_h2\",\"rmse_model_h2\",\"rmse_snaive_h4\",\"rmse_model_h4\",\"mae_snaive_h1\",\"mae_model_h1\",\"mae_snaive_h2\",\"mae_model_h2\",\"mae_snaive_h4\",\"mae_model_h4\",\"rel_improvement_rmse_h1\",\"rel_improvement_rmse_h2\",\"rel_improvement_rmse_h4\"],\"status\":\"supported\",\"caveat\":\"Point estimates on 40 forecasts; All required files are in `out/`, and running `out/analysis.py` twice gave identical results.\n\n**Model.** OLS (least-squares) regression of quarterly inflation on four quarter-of-year dummies plus its own lags. The number of lags (0 to 4) is re-chosen by AIC at each origin, the estimation window expands using only data up to the origin, and multi-step forecasts are built by iterating the model forward. AIC picked 2 lags up to 2021Q4 and 1 lag from 2022Q1 on.\n\n**Forecast accuracy over the 40 origins** (percentage points, annualised):\n\n| Horizon | RMSE seasonal naive | RMSE model | RMSE improvement |\n|---|---|---|---|\n| 1 quarter | 2.85 | 2.19 | 23% |\n| 2 quarters | 2.85 | 2.46 | 13% |\n| 4 quarters | 2.88 | 2.34 | 19% |\n\nMAE is also lower for the model at every horizon.\n\n**Test at 4 quarters.** The mean loss differential is 2.82 squared percentage points in the model's favour, with a standard error of 1.85. That standard error uses a Bartlett kernel with truncation lag 4, which covers the required minimum of 3. This gives a test statistic of 1.52 and p = 0.14 (Student t, 39 degrees of freedom).\n\n**The result depends on the lag choice.** I report several variants rather than picking the one that comes out significant:\n- Lag 3 (Bartlett, rectangular, or with the Harvey–Leybourne–Newbold small-sample correction) gives p between 0.11 and 0.18.\n- Longer Bartlett lags give p = 0.048 (lag 6) and 0.024 (lag 8).\n\n**Limitations:**\n- With only 40 overlapping forecasts the test has little power.\n- The evaluation window includes the 2020 shock and the 2021–23 inflation surge. Dropping targets from 2020–2023 cuts the 4-quarter advantage to 1.27 (24 forecasts).\n- The data are the current vintage, so the results do not show how the model would have done in real time.\n- The data checks found no problems: no duplicates, no gaps, and the quarterly file matches the monthly one. The only missing value is the first quarter's inflation (1995Q1), which is excluded from estimation.\n\nFiles are in `out/`:\n- `forecasts.csv` (240 rows)\n- `results.json`\n- `report.md`\n- `claims.json`\n- `analysis.py`"}],"container":null,"stop_reason":"end_turn","stop_sequence":null,"stop_details":null,"usage":{"input_tokens":2,"cache_creation_input_tokens":2987,"cache_read_input_tokens":14112,"output_tokens":958,"output_tokens_details":{"thinking_tokens":38},"server_tool_use":{"web_search_requests":0,"web_fetch_requests":0},"service_tier":"standard","cache_creation":{"ephemeral_1h_input_tokens":0,"ephemeral_5m_input_tokens":2987},"inference_geo":"global","iterations":[],"speed":"standard","fallback_credit":null},"input_transformations":[],"diagnostics":null,"context_management":null},"apiBlockIndex":1,"requestId":"req_011CgXt8XbbpT8m7EAEmoYhP","requestRef":"0be18c16-4d95-4889-a1e4-75a7ab70a136","requestedModel":"claude-opus-5-5","type":"assistant","uuid":"f23645b9-8548-4fad-9e73-e89a9b92d062","timestamp":"2026-10-30T05:38:21.440Z","effort":"medium","perTurnEffort":"medium","userType":"external","entrypoint":"sdk-cli","cwd":"/Users/simon-pierreboucher/wp29/runs/RA0021","sessionId":"982d4e02-d888-49bd-aa07-73e667437ae2","version":"2.1.314","gitBranch":"HEAD"}36{"type":"last-prompt","lastPrompt":"Begin","leafUuid":"f23645b9-8548-4fad-9e73-e89a9b92d062","sessionId":"982d4e02-d888-49bd-aa07-73e667437ae2"}37{"type":"cost-state","sessionId":"982d4e02-d888-49bd-aa07-73e667437ae2","totalCostUSD":0.26056440000000003,"totalAPIDuration":77440,"totalAPIDurationWithoutRetries":77436,"totalToolDuration":2553,"totalLinesAdded":0,"totalLinesRemoved":0,"totalDuration":83181,"startTime":1793338618267,"modelUsage":{"claude-opus-5-5":{"inputTokens":12,"outputTokens":8806,"thinkingTokens":502,"cacheReadInputTokens":32107,"cacheCreationInputTokens":15595,"cacheCreationEphemeral5mInputTokens":15595,"cacheCreationEphemeral1hInputTokens":0,"webSearchRequests":0,"costUSD":0.26056440000000003}},"hasUnknownModelCost":false}38
