The estimands are the out-of-sample RMSE and MAE of the seasonal-naive forecast and of your model at each horizon, the relative improvement 1 − RMSE_model / RMSE_snaive per horizon, and, at h = 4, the mean loss differential d̄ = mean_t (e²_snaive,t − e²_model,t) with a standard error valid under serial correlation of the loss differential (Diebold–Mariano-type test).\n\n## Inputs\n- `data/cpi_quarterly.csv` — observed data derived from the Bank of Canada Valet series V41690973 (Total CPI, Canada, index 2002 = 100, not seasonally adjusted, monthly; Statistics Canada table 18-10-0004-01); retrieved 2026-10-30 UTC; see `data/README.md` for URL, SHA-256 and terms. Columns: `quarter` (first month of the quarter, YYYY-MM-01), `cpi_avg` (mean of the three monthly index values), `infl_annualised` (target series: 400 × Δln cpi_avg, percent at annual rate, 6 decimals; empty for 1995Q1). 127 complete quarters, 1995Q1 to 2026Q3.\n- `data/cpi_monthly.csv` — the monthly index as served (`month`, `cpi`), 381 rows 1995-01 to 2026-09, provided for provenance; the quarterly file is the input of the analysis.\n\n## Information-availability rules\n- Forecast origins: the 40 quarters t = 2015-10-01, 2016-01-01, …, 2025-07-01 (the `quarter` value). Horizons h ∈ {1, 2, 4}; the target of origin t at horizon h is `infl_annualised` of quarter t + h.\n- A forecast made at origin t may use only quarters dated ≤ t (expanding window: estimation, model selection and transformations included); a quarter's value is treated as known at the end of that quarter.\n- Seasonal-naive baseline: the forecast for the target quarter t + h is the value of `infl_annualised` four quarters before the target, i.e. of quarter t + h − 4 (always ≤ t for h ≤ 4).\n- The h = 4 test: with one forecast per origin, consecutive 4-step-ahead errors overlap, so the loss differential d_t is serially correlated; the standard error of d̄ must be computed with a heteroskedasticity-and-autocorrelation-consistent (long-run variance) estimator with a truncation lag of at least h − 1 = 3 quarters; report the lag used.\n- Errors are computed on the data as given; do not claim real-time validity.\n\n## Required outputs\n- `out/forecasts.csv` — one row per (origin, horizon, model), columns `origin_date`, `target_date`, `horizon` (1, 2 or 4), `forecast`, `actual`, `model` (`snaive` or the value of `model_name`). And at h = 4, is the mean squared-error loss differential different from zero once we allow for the serial correlation that overlapping 4-step errors create?\n\n## Data and exclusions\n- `data/cpi_quarterly.csv`: 127 rows, 1995Q1–2026Q3 (`n_input_rows`). `data/cpi_monthly.csv`: 381 rows (`n_input_rows`), used only for the provenance audit. Both SHA-256 hashes match `data/README.md`. Averaging the monthly index by quarter reproduces `cpi_avg` (max abs diff 3e-7), and 400·Δln reproduces `infl_annualised` (max abs diff 3e-6). Neither file has duplicates or gaps (details in `out/state/data_audit.md`).\n- Exclusions (`out/exclusions.csv`): one row removed, 1995Q1, because its inflation value is undefined. That leaves 126 analysable quarters (`data_issues`).\n- The 2022Q2 value (12.15 %) is a genuine part of the inflation surge. I kept it (`data_issues`).\n- The last estimation sample (origin 2025Q3) has 121 regression observations (`n_analysed`).\n\n## Method\n- **Baseline (seasonal naive):** the forecast for target t+h is the value at t+h−4.\n- **Model (`model_name` = `ar_seas_aic`):** `model_description`. The regression has four quarter-of-year intercepts plus p lags of inflation. At each origin, AIC picks p from 0 to 8, comparing all candidates on a common sample. The chosen model is then re-estimated by OLS on every available quarter up to and including the origin. Forecasts for h = 2 and 4 are iterated from the one-step equation. At each origin the code cuts the series at the origin before doing any estimation or selection, so no later quarter is used (this is asserted in `out/analysis.py`). AIC chose p = 1 or 2 across origins (`selected_lags_by_origin`).\n- **Evaluation:** errors are e = actual − forecast. RMSE and MAE are taken over the 40 origins at each horizon.\n- **h = 4 test (Diebold–Mariano):** d_t = e²_snaive,t − e²_model,t. Its mean is `loss_diff_mean_h4`, and its standard error comes from a Bartlett-kernel (Newey–West) long-run variance (`hac_kernel_h4`) with truncation lag 3 = h−1 (`hac_lags_h4`). The test statistic is `dm_stat_h4` and its p-value `dm_pvalue_h4` is two-sided against N(0,1). I fixed the lag and kernel before seeing any results. Nothing in the analysis is random (`random_seed` = null).\n\n## Results\n| h | RMSE snaive | RMSE model | MAE snaive | MAE model | 1 − RMSE ratio |\n|---|---|---|---|---|---|\n| 1 | 2.849 (`rmse_snaive_h1`) | 2.193 (`rmse_model_h1`) | 2.137 (`mae_snaive_h1`) | 1.519 (`mae_model_h1`) | 0.230 (`rel_improvement_rmse_h1`) |\n| 2 | 2.847 (`rmse_snaive_h2`) | 2.463 (`rmse_model_h2`) | 2.126 (`mae_snaive_h2`) | 1.553 (`mae_model_h2`) | 0.135 (`rel_improvement_rmse_h2`) |\n| 4 | 2.882 (`rmse_snaive_h4`) | 2.343 (`rmse_model_h4`) | 2.181 (`mae_snaive_h4`) | 1.597 (`mae_model_h4`) | 0.187 (`rel_improvement_rmse_h4`) |\n\nRMSE and MAE are in percentage points of annualised inflation. Over this window the model has lower RMSE and MAE than the seasonal-naive forecast at all three horizons. The RMSE reductions are 23 %, 13 % and 19 %.\n\nAt h = 4, the mean loss differential is d̄ = 2.818 squared pp (`loss_diff_mean_h4`), with HAC SE 2.086 (`loss_diff_se_h4`). That gives DM = 1.351 (`dm_stat_h4`) and a two-sided p = 0.177 (`dm_pvalue_h4`). The model's squared error was smaller at 29 of the 40 origins (`n_loss_diff_positive_h4`). **At conventional levels, the h = 4 improvement cannot be distinguished statistically from zero.**\n\n## Uncertainty\n- The conclusion depends on the HAC choices (`sensitivity_h4`). With Bartlett lag 4, p = 0.128. With a rectangular kernel at lag 3, p = 0.097. With the Harvey–Leybourne–Newbold small-sample correction and t(39) reference, p = 0.225. With Bartlett lag 6, p = 0.041. The SE shrinks as the lag grows, which means d_t has negative autocorrelations at higher lags. The lag-6 result was not pre-specified and is the only one below 0.05; I treat it as a sensitivity check, not as evidence. The pre-specified result (lag 3, p = 0.18) stands.\n- 40 overlapping observations is a small sample for long-run-variance estimation, so the normal approximation is rough. Squared-error losses are also strongly affected by the 2021–2023 inflation surge, so a handful of quarters drive much of d̄.\n- No uncertainty is reported for the RMSE and MAE at h = 1 and 2. The task only asks for a formal test at h = 4.\n\n## Limitations and open issues\n- I chose one model ahead of time and did not compare alternatives (SARIMA, direct forecasts) on the test window, so there is no search-induced bias. However, the results describe only this model.\n- The errors are computed on the current data vintage, and a quarter is treated as known at the end of that quarter. No real-time validity is claimed. Actual CPI publication comes about three weeks later, and basket updates may have small effects.\n- The DM test compares forecasts, not models. Both forecasts come from expanding-window estimates, and the model is not nested in the seasonal-naive forecast in any parameter sense, so applying standard DM asymptotics is reasonable but approximate.\n- Feasibility: complete (`feasibility`).\nstep,rule,n_before,n_after,n_removed,rationale\n1,drop quarters with missing infl_annualised,127,126,1,1995Q1 has no previous quarter so inflation undefined\nchecks.md\ncontract.md\ndata_audit.md\ngate_receipts\nlog.md\nphases.json\norigin_date,target_date,horizon,forecast,actual,model\n2015-10-01,2016-01-01,1,1.834183,1.049043,ar_seas_aic\n2016-01-01,2016-04-01,1,4.012050,4.583383,ar_seas_aic\n2016-04-01,2016-07-01,1,1.772584,0.207093,ar_seas_aic\n2016-07-01,2016-10-01,1,-0.265679,-0.310680,ar_seas_aic\n 241 out/forecasts.csv","is_error":false}]},"uuid":"bd0c3c45-9783-4f6c-b6ee-5217f1d0c639","timestamp":"2026-10-30T04:26:11.994Z","toolUseResult":{"stdout":"\"\"\"F3-conf-04: multi-horizon forecasts of Canadian quarterly CPI inflation vs seasonal naive.\nRun from workspace root: ~/wp29/venv/bin/python out/analysis.py\nReads only data/; writes out/results.json and out/forecasts.csv. Both forecasts come from expanding-window estimates, and the model is not nested in the seasonal-naive forecast in any parameter sense, so applying standard DM asymptotics is reasonable but approximate.\n- Feasibility: complete (`feasibility`).\nstep,rule,n_before,n_after,n_removed,rationale\n1,drop quarters with missing infl_annualised,127,126,1,1995Q1 has no previous quarter so inflation undefined\nchecks.md\ncontract.md\ndata_audit.md\ngate_receipts\nlog.md\nphases.json\norigin_date,target_date,horizon,forecast,actual,model\n2015-10-01,2016-01-01,1,1.834183,1.049043,ar_seas_aic\n2016-01-01,2016-04-01,1,4.012050,4.583383,ar_seas_aic\n2016-04-01,2016-07-01,1,1.772584,0.207093,ar_seas_aic\n2016-07-01,2016-10-01,1,-0.265679,-0.310680,ar_seas_aic\n 241 out/forecasts.csv","is_error":false},{"tool_use_id":"toolu_012HDzF8N9xEWtVauiwFe5VX","type":"tool_result","content":"quarter,cpi_avg,infl_annualised\n1995-01-01,86.933333,\n1995-04-01,87.633333,3.207961\n2026-01-01,166.100000,2.092560\n2026-04-01,168.866667,6.607773\n2026-07-01,169.900000,2.440232\n# data/README.md — F3-conf-04\n\n## cpi_monthly.csv\n- **Series**: Bank of Canada Valet series **V41690973** — Total CPI (Consumer Price Index, all-items, Canada, index 2002 = 100, **not seasonally adjusted**, monthly; published by Statistics Canada, table 18-10-0004-01, redistributed by the Bank of Canada).\n- **Retrieval URL**: https://www.bankofcanada.ca/valet/observations/V41690973/json?start_date=1995-01-01\n- **Retrieved (UTC)**: 2026-10-30T03:25:10Z. The only weaknesses are minor: the gains are heavily concentrated in a few surge quarters, and some pre-specification statements cannot be verified.\"\n}\nEOF\n~/wp29/venv/bin/python -m json.tool out/review/review.json >/dev/null && echo ok","description":"Write review JSON"}}]}}45{"type":"api-request","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9","id":"a47396ac-7b06-4b07-9ee5-298e8ffc9e70","timestamp":"2026-10-30T04:26:43.889Z","version":"2.1.314","querySource":"sdk","shapeHash":"c32eaa4df43ff1a6aefd6c28c734ad0963023f16227afb2b6d7349c15b35f0b5","params":{"model":"claude-opus-5-5","betas":["claude-code-20250219","interleaved-thinking-2025-05-14","context-management-2025-06-27","prompt-caching-scope-2026-01-05","per-turn-control-2026-07-01","thinking-token-count-2026-05-13","mid-conversation-system-clear-at-2026-08-21","effort-2025-11-24","thinking-binding-controls-2026-08-01","thinking-display-updates-2026-08-18","cache-diagnosis-2026-04-07"],"max_tokens":128000,"thinking":{"type":"adaptive","display":"updates"},"context_management":{"edits":[{"type":"clear_thinking_20251015","keep":"all"}]},"output_config":{"effort":"medium"}},"base":"641475df-57c3-4fd8-89ff-46cd152ef837","keep":12,"tail":["8d8ff2fdaaa2f2068da12d43725cb7903b865789bae8ac50c3d20a0673a47f2e","5175696dbc39e158c5808b78fd73556b63006973c93fe86843625c56f25eeded"],"cacheControl":[{"path":["system",0],"value":{"type":"ephemeral"}},{"path":["system",1],"value":{"type":"ephemeral"}},{"path":["messages",13,"content",0],"value":{"type":"ephemeral"}}],"requestDigest":"70879b4cd7c4d54aa9774f715e3456b88f42cb68a90527491e736d677ddfaf20"}46{"type":"last-prompt","lastPrompt":"Review","leafUuid":"52f2325b-5f98-4ac2-bf6b-cf6bcdf324a6","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9"}47{"type":"atis-latch","atis":"","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9"}48{"parentUuid":"52f2325b-5f98-4ac2-bf6b-cf6bcdf324a6","isSidechain":false,"message":{"model":"claude-opus-5-5","id":"msg_011CgXngQcqjvKDETjNrwA5L","type":"message","role":"assistant","content":[{"type":"thinking","thinking":"","signature":"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"}],"container":null,"stop_reason":"end_turn","stop_sequence":null,"stop_details":null,"usage":{"input_tokens":2,"cache_creation_input_tokens":1090,"cache_read_input_tokens":17043,"output_tokens":725,"output_tokens_details":{"thinking_tokens":24},"server_tool_use":{"web_search_requests":0,"web_fetch_requests":0},"service_tier":"standard","cache_creation":{"ephemeral_1h_input_tokens":0,"ephemeral_5m_input_tokens":1090},"inference_geo":"global","iterations":[],"speed":"standard","fallback_credit":null},"input_transformations":[],"diagnostics":null,"context_management":null},"thinkingDurationMs":6184,"thinkingDisplay":"updates","apiBlockIndex":0,"requestId":"req_011CgXngQMj1VZhh9K3GFL9a","requestRef":"a47396ac-7b06-4b07-9ee5-298e8ffc9e70","requestedModel":"claude-opus-5-5","type":"assistant","uuid":"671a2f7f-a468-4551-8709-ce769f8f1f30","timestamp":"2026-10-30T04:26:51.065Z","effort":"medium","perTurnEffort":"medium","userType":"external","entrypoint":"sdk-cli","cwd":"/Users/simon-pierreboucher/wp29/runs/RC0081","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9","version":"2.1.314","gitBranch":"HEAD"}49{"parentUuid":"671a2f7f-a468-4551-8709-ce769f8f1f30","isSidechain":false,"message":{"model":"claude-opus-5-5","id":"msg_011CgXngQcqjvKDETjNrwA5L","type":"message","role":"assistant","content":[{"type":"text","text":"My verdict is **accept**: the submission is sound and reproducible, and the issues I found are all minor. The review is saved in `out/review/review.json`.\n\n**What I checked:**\n- **Reproducibility:** I re-ran `out/analysis.py` in a scratch copy, and it reproduced `results.json` and `forecasts.csv` (240 rows) exactly.\n- **Inputs:** both data file checksums match `data/README.md`.\n- **Baseline:** every seasonal-naive forecast and every actual value matches the data.\n- **No use of future data:** at each forecast origin the code cuts the series before choosing or fitting the model, and an assertion enforces this. The baseline also has a check that its source quarter is no later than the origin.\n- **Model:** the multi-step forecasts are built correctly from the one-step equation.\n- **h = 4 test:** the standard error of 2.086 (Bartlett kernel, lag 3) matches an independent calculation with statsmodels. The small-sample correction is computed correctly, and the count of 121 observations in the last estimation sample is consistent.\n- **Claims:** the report and claims match the numbers. The result that the h = 4 improvement is not statistically significant (p = 0.18) is presented honestly. It is not overstated, and the report shows how the p-value changes with the lag and kernel choice.\n\n**Minor issues:**\n1. **Gains rest on a few quarters.** The report says \"a handful of quarters drive much of\" the h = 4 advantage. In fact they drive all of it: three origins (2020Q2, 2022Q1, 2022Q2) account for the whole advantage. Without them the mean loss difference is −0.17, so the seasonal-naive forecast would be slightly better. The 13% RMSE gain at h = 2 is similarly fragile. The report should name these quarters and show results without them.\n2. **Unverifiable statements.** Claims that the lag, kernel and model were chosen before seeing any results can't be confirmed from the deliverables.\n3. **Extra keys.** `results.json` includes some keys the task didn't ask for. They are harmless and useful."}],"container":null,"stop_reason":"end_turn","stop_sequence":null,"stop_details":null,"usage":{"input_tokens":2,"cache_creation_input_tokens":1090,"cache_read_input_tokens":17043,"output_tokens":725,"output_tokens_details":{"thinking_tokens":24},"server_tool_use":{"web_search_requests":0,"web_fetch_requests":0},"service_tier":"standard","cache_creation":{"ephemeral_1h_input_tokens":0,"ephemeral_5m_input_tokens":1090},"inference_geo":"global","iterations":[],"speed":"standard","fallback_credit":null},"input_transformations":[],"diagnostics":null,"context_management":null},"apiBlockIndex":1,"requestId":"req_011CgXngQMj1VZhh9K3GFL9a","requestRef":"a47396ac-7b06-4b07-9ee5-298e8ffc9e70","requestedModel":"claude-opus-5-5","type":"assistant","uuid":"6eb46160-dd9a-4b3c-b004-5b0882edea7c","timestamp":"2026-10-30T04:26:51.082Z","effort":"medium","perTurnEffort":"medium","userType":"external","entrypoint":"sdk-cli","cwd":"/Users/simon-pierreboucher/wp29/runs/RC0081","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9","version":"2.1.314","gitBranch":"HEAD"}50{"type":"last-prompt","lastPrompt":"Review","leafUuid":"6eb46160-dd9a-4b3c-b004-5b0882edea7c","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9"}51{"type":"cost-state","sessionId":"4d08992f-12c8-4317-8d4c-deffc8c107f9","totalCostUSD":0.183132,"totalAPIDuration":40033,"totalAPIDurationWithoutRetries":40029,"totalToolDuration":2328,"totalLinesAdded":0,"totalLinesRemoved":0,"totalDuration":42476,"startTime":1793334368612,"modelUsage":{"claude-opus-5-5":{"inputTokens":16,"outputTokens":4241,"thinkingTokens":822,"cacheReadInputTokens":75515,"cacheCreationInputTokens":16629,"cacheCreationEphemeral5mInputTokens":16629,"cacheCreationEphemeral1hInputTokens":0,"webSearchRequests":0,"costUSD":0.183132}},"hasUnknownModelCost":false}52
