# 2. SAAQ / Données Québec

• Organisation saaq on donneesquebec.ca has 8 datasets, all annual, all last updated 2023-12-18/19: Véhicules en circulation, Permis de conduire, Rapports d'accident, Avis de non-conformité CRQ, Constats d'infraction CRQ, Interventions de contrôle, Dossiers indemnisation, Blessures indemnisation.
• "Véhicules en circulation" (https://www.donneesquebec.ca/recherche/dataset/vehicules-en-circulation), CC-BY 4.0, one CSV per year 2011–2022 (e.g. https://dq-prd-bucket1.s3.ca-central-1.amazonaws.com/saaq/Vehicule_En_Circulation_2022.csv, 905 MB, Last-Modified 2023-12-18). Vehicle-level stock snapshot (class, make, model, model year, mass, cylinders, colour, fuel, région administrative, MRC): useful for fleet composition benchmarking, not flows. No 2023–2025 vintage; revised for Loi 25.
• Ownership transfers (transferts de propriété): no dataset found on Données Québec (queries "transfert propriété véhicule", "immatriculation", organisation SAAQ). Only procedures are published; the annual "SAAQ en bref" PDF may hold aggregate counts — could not verify any monthly/weekly series. This is the main missing official flow measure.

https://trends.google.com/trends/explore?geo=CA-QC&q=... returns HTTP 429 to scripts; no official API (pytrends is unofficial). Weekly values exist for windows ≥ 90 days but are sampled, normalised 0–100 per query, re-sampled on each pull, relative — a qualitative demand proxy only (average repeated draws; bilingual terms such as "auto usagée", "used car", "Kijiji autos").

# 6. Open transaction-price datasets

None found for Canada (Kaggle/Zenodo/Dataverse/academic searches): only commercial scrapers (Apify actors), a 233-row Reddit sample (June 2026, unverified licence) and UK/German/US sets. Transaction prices exist only behind J.D. Power PIN / CBB (paid).

# Within-sample (weekly) feasibility, honestly

Panel = 2026-08-12 → 2026-11-01 (≈ 11.6 weeks). Series that are weekly or finer AND already published for Aug–Oct 2026: only gasoline prices (NRCan weekly, Régie daily/weekly) and the BoC policy rate (daily; two events, Sep 2 hold, Oct 28 hike). Google Trends is the only weekly demand proxy, with the caveats above. Everything about the used-car market itself is monthly or quarterly and lagged: CBB (monthly, through Sep → 2 of 3 panel months, no Quebec), CPI used-vehicle index (monthly, Canada only, through Sep, itself lagged one month in its inputs), Clutch (monthly, Quebec figure, through Aug only), CARFAX (national, through Jun), AutoTrader (quarterly, Q2 only; Q3 pending). Official Quebec volume measures (NMVS units, retail 441, LFS) are monthly, cover only Aug (Sep arrives Nov 16–20; Oct in December). A contemporaneous weekly validation of the liquidity index is therefore not possible with external data; the feasible design is (a) composition benchmarking against the SAAQ 2022 fleet file, AutoTrader Q2 2026 regional prices and Clutch Aug 2026 Quebec prices, and (b) monthly aggregation of the index compared with CBB Sep/Aug and CPI-used Sep/Aug (2–3 points, descriptive only), with Sep/Oct official Quebec series added after 2026-11-20.
